Devolved adult funding: whose rules apply

The learner's home postcode decides which authority funds their adult skills learning, and therefore which rules, rates and reporting apply.

The postcode decides, not the college

Adult skills funding has been devolved to a number of combined and strategic authorities.

Which one funds a learner depends on where the learner lives, not where the college is and not where the teaching happens.

A college near a boundary may be dealing with several funders at once, each with its own rules, rates and reporting expectations.

This makes the home postcode one of the highest-value fields in the entire record: a single wrong postcode routes the aim to the wrong funder under the wrong rules.

For adult skills provision, the learner's home postcode determines whether their funding is national or devolved to a combined or strategic authority, and therefore which rules apply.

The learner's home postcode at the aim start date maps to the responsible authority. The source of funding recorded on the learning delivery must reflect that authority.

Devolved areas have expanded across successive funding years, so the mapping is year-specific. Confirm the position for the funding year in which the aim starts.

The rules genuinely differ

Devolved authorities can set their own priorities, eligibility conditions and rates within a national framework.

So a course that is fully funded for a learner in one area may not be for a learner in another, even at the same college on the same day.

This is not a formality. Eligibility conditions, funded qualification lists, rates and reporting requirements can all differ, and a claim that would be valid nationally may not be valid for a particular authority.

Curriculum planning therefore has to consider the learner's area as well as the qualification.

Check the responsible authority's published rules for the funding year for its eligibility conditions, funded provision and reporting requirements. National rules are the default, not the universal position.

Where the Academy does not hold current guidance for a specific authority, it says so and links to that authority rather than presenting the national position as though it applied.

What this means day to day

For a college near a boundary, devolution is not an occasional complication. It is part of every adult enrolment.

  • The home address has to be captured accurately and evidenced, every time.
  • Source of funding should be derived from the postcode, not typed.
  • Curriculum planning has to consider where learners live, not only what they want to study.
  • Somebody has to own each authority relationship and keep up with its rules.

The single highest-value control is deriving the source of funding from the postcode automatically. Where it is entered by hand it drifts, and the drift is invisible until a reconciliation or an audit finds it.

The second is a named owner for each authority whose learners you teach. Devolved rules change on their own timetable, and without an owner the college finds out late.

The third is curriculum awareness. A qualification that is funded nationally may not be a priority for a particular authority, so a cohort drawn from one area can be planned and delivered before anybody realises it cannot be funded as expected.

None of this is exotic. It is the ordinary discipline of capturing an address properly and knowing which rulebook applies, applied consistently.

Adult Skills Fund eligibility depends on the learner's age, residency and circumstances, and the provider must hold evidence of eligibility before funding is claimed.

Implement postcode to authority mapping as a derivation in the student record system, refreshed at the start of each funding year, with a standing report of records where the derived and recorded source of funding differ.

Maintain a per-authority summary in your own documentation: the rules document and its version, the eligibility differences from the national position, the reporting requirements and the named contact. Review it annually before the first enrolments.

Worked example

Two learners, same class, different funders

Two adults enrol on the same qualification at the same college on the same day, living either side of a devolved boundary.

  1. Learner A. Home postcode in a devolved area. The authority's rules, rates and eligibility conditions apply.
  2. Learner B. Home postcode outside it. National rules apply.
  3. The record. Each carries a different source of funding, derived from the postcode.
  4. The risk. If the postcode is wrong for either, the aim is claimed from the wrong funder under rules that may not permit it.

The same teaching, in the same room, funded on two different bases. The postcode is the only thing distinguishing them.

Whether the outcomes actually differ depends on the authority's published rules for the year.

Common pitfalls

Using a term-time or employer address

What goes wrong: The recorded postcode is not the learner's home address.

Consequence: The aim is routed to the wrong funder, and may not be eligible under the correct one.

Prevention: Capture and evidence the home address at enrolment, and flag enrolments using the college's own postcode.
