Source of funding
The funding and monitoring code that records which body is funding an aim, including whether it is national or devolved.

The source of funding records who is paying: national funding or a particular devolved authority. It is what routes an aim to the correct funder and the correct set of rules.
For adult skills, it must be consistent with the learner's home postcode at the aim start date. An inconsistency here is a funding error, not a presentational one.

For adult skills provision, the learner's home postcode determines whether their funding is national or devolved to a combined or strategic authority, and therefore which rules apply.
