Learning start date

The date the learner actually started the aim, which fixes which funding year and which rules apply to it.

The learning start date is the date the learner began the aim. It determines which funding year's rules and rates apply, and it is the anchor for the qualifying period, the planned end date and the funding profile.

It records what happened, not what was planned. A start date moved to make a record work is a data-integrity problem and an audit risk.

An aim is on the ILR but generates no funding

The aim validates and appears on the ILR, but generates no earnings. Validation and funding are different tests: a record can be perfectly valid and still not qualify for funding.

An adult learner appears to be funded by the wrong authority

The learner's recorded source of funding does not match what their home postcode implies, so the aim may be claimed from the wrong funder, under the wrong rules.

An apprentice is on the ILR but is not generating any payments

The apprentice exists on the ILR and looks correct, but no earnings are being generated for them. Apprenticeship funding depends on the ILR and the apprenticeship service agreeing, so a record that is perfect in one and absent or different in the other produces nothing.

Colleges are not paid a block grant for teaching. They are funded through several separate streams, each with its own rules, and each earned by recording delivery in the ILR.

Should this be a break in learning or a withdrawal?

The learner has stopped, and the question is whether to record a break in learning, which pauses the programme on the basis that they will return, or a withdrawal, which ends it. The two have different funding and achievement consequences, so the choice is not administrative.
