Enrolment
The process of registering a learner onto their programme and capturing the data that funding depends on.

Enrolment is where most funding-critical data is captured: identity, ULN, postcode, eligibility, prior attainment, aims and dates.
An error made at enrolment propagates through the whole year. Front-door quality is the cheapest data quality there is.

The same learner appears twice
One person has been recorded twice, usually with two different learner reference numbers, and sometimes with two different ULNs. The system treats them as two people.

A returning learner is enrolled as a new person
A learner returns after two years. The enrolment search does not find them, so a new record and a new ULN are created.

Eligibility was checked but nothing was kept
A sample of adult enrolments shows that eligibility was genuinely established at enrolment and the evidence was handed back.

Funding has been claimed for the learner, but the college cannot produce the evidence that they were eligible for it. The claim may be entirely correct and still fail, because at audit the evidence is the claim.

A learner's age at the start of their aim determines which stream can fund them. A date of birth error moves them.
