Devolution (adult skills)
The transfer of adult skills funding responsibility from national government to combined and strategic authorities.

Where adult skills funding is devolved, the responsible authority sets its own rules, rates, eligibility conditions and reporting requirements within a national framework.
Which authority is responsible for a learner is determined by their home postcode at the start of the aim, not by where the college is or where the teaching happens.
Devolved areas have expanded across successive funding years, so always check the position for the year and postcode in question.

For adult skills provision, the learner's home postcode determines whether their funding is national or devolved to a combined or strategic authority, and therefore which rules apply.

If Adult Skills has been returned, then Hours Type and Codes 'Planned hours for off the job training of an apprenticeship programme' (HRS 1) 'Planned hours for a T 'Level programme ' (HRS 2), 'Actual hours for off the job training of an apprenticeship programme' (HRS 3), Planned hours for off the job training due to a reduction in prior learning' (HRS 4) or 'The size of the Tailored Learning course ' (HRS 5) must not be returned

For new starts on or after 1 August 2024 and is Adult Skills Fund funded, then the aim must have ADULT_SKILLS Validity Category in the Validity table in the LARS database
