Where all of this comes from

Each document in the registry is monitored. When it can be fetched and its content is unchanged, the check date is updated. When it has changed, a new version is created alongside the old one and a change record is raised for review. Nothing is overwritten, so the history of what a rule said and when is preserved.

A critical source that cannot be confirmed for more than 180 days is marked as changed, and every page that depends on it says so rather than implying it is current. That is deliberate: an admission of uncertainty is more useful than a false claim of currency.

A document marked Historical governs a funding year that has ended. It may still be the most recent thing its publisher has issued, which is why it is not marked as replaced, but nothing on this site treats it as the current rule.
