Learning delivery
The ILR record for one learning aim a learner is doing: what it is, when it runs, how it is funded and how it ends.

A learning delivery is one aim. It carries the learning aim reference, the start date, the planned end date, the funding model, the aim type, and, once the learner finishes or leaves, the actual end date, completion status and outcome.
A learner usually has several learning deliveries: for example a programme aim plus the component aims that sit inside it.
The rules behind this
The ILR is structured hierarchically: a provider header, then one record per learner, and within each learner one record per learning delivery, with further entities for employment status, destination and outcome, learner funding and monitoring, and learning delivery funding and monitoring.

Colleges are not paid a block grant for teaching. They are funded through several separate streams, each with its own rules, and each earned by recording delivery in the ILR.

Devolved adult funding: whose rules apply
The learner's home postcode decides which authority funds their adult skills learning, and therefore which rules, rates and reporting apply.

A funded learner has no eligibility evidence on file
Funding has been claimed for the learner, but the college cannot produce the evidence that they were eligible for it. The claim may be entirely correct and still fail, because at audit the evidence is the claim.
