Programme aim
The aim that represents the whole programme a learner is enrolled on, with the component aims recorded beneath it.

A programme aim is the umbrella record for a programme such as an apprenticeship or a study programme. It carries the overall start and end dates and, for apprenticeships, the standard and the financial records.
Where a programme aim and its components disagree about dates or status, funding and performance both go wrong, so they must be kept consistent.

The aim has an actual end date, so the system knows it finished, but nothing records whether the learner achieved it. The achievement rate calculation treats an aim with no achievement recorded as a non-achievement.
