Learning delivery funding and monitoring
Records held against a single aim that carry funding, eligibility, support and monitoring information for that aim.

Learning delivery funding and monitoring records pair a type with a code and sit against one aim. They cover areas such as the source of funding, eligibility for an entitlement, learning support, restart status and local monitoring.
Because they change the calculation rather than the validity of the record, errors here are usually found through funding reports and reconciliation rather than through validation.

A funded learner has no eligibility evidence on file
Funding has been claimed for the learner, but the college cannot produce the evidence that they were eligible for it. The claim may be entirely correct and still fail, because at audit the evidence is the claim.

A record meets the criteria of a report that identifies data worth checking. That is a request to investigate, not a statement that the record is wrong. Some flagged records are entirely correct and simply need their evidence to be locatable.

The aim validates and appears on the ILR, but generates no earnings. Validation and funding are different tests: a record can be perfectly valid and still not qualify for funding.
