Learner funding and monitoring
Records held against the learner that carry eligibility, entitlement and circumstance information used by the funding calculation.

Learner funding and monitoring records pair a type with a code to record things that are true of the person rather than of a single aim, such as an eligibility basis or a household circumstance.
They look like minor codes and they change the money. Missing or wrong values often produce no validation failure at all, only a smaller or larger funding figure than expected.
The rules behind this
Funding and monitoring records, held at both learner and learning-delivery level, carry the eligibility, entitlement, support and monitoring information that the funding calculation and assurance reports depend on.

A learner is flagged on a data quality or funding monitoring report
A record meets the criteria of a report that identifies data worth checking. That is a request to investigate, not a statement that the record is wrong. Some flagged records are entirely correct and simply need their evidence to be locatable.

There must not be more than one Learning Delivery Funding and Monitoring (FAM) record with the same Learner FAM type and Learner FAM code

NLM22 and NLM21 cannot be recorded for the same learner
Where the Learner Funding and Monitoring type NLM 21 (Learner repeating up to one full final year of 16-19 funded provision) is returned, then NLM 22 (Learner in receipt of 16-19 tuition fund) must not be returned for the same learner

A funded learner has no eligibility evidence on file
Funding has been claimed for the learner, but the college cannot produce the evidence that they were eligible for it. The claim may be entirely correct and still fail, because at audit the evidence is the claim.

The learner must be in paid employment for this Learning Delivery Monitoring code to be used
If the learning aim has the monitoring status of 'Learners in receipt of low wages', the employment status on the start date of the learning aim must be 'In paid employment'
