Restart
A learner resuming an aim after a break in learning, recorded so the system understands it is a continuation rather than a new start.
In full
A restart records that a learner has returned to an aim after a break. It is flagged through the monitoring codes so that funding, duration and performance treat the aim as continuing rather than as a fresh start.
An unflagged restart looks like a new start, which distorts start numbers, duration and the achievement rate cohort.

The learner has stopped, and the question is whether to record a break in learning, which pauses the programme on the basis that they will return, or a withdrawal, which ends it. The two have different funding and achievement consequences, so the choice is not administrative.
