The tenth ILR return of the funding year, closing in early June, which supports the year-end forecast funding claim and growth conversations.

R10 closes in early June, late enough in the year for delivery to be substantially known and early enough for the year-end position to be managed.
It supports the year-end forecast funding claim and conversations about growth or under-delivery, which makes it the point at which a reconciliation problem is still fixable. The final reconciliation uses the R14 final claim.
