R_101: The learning aim must not have more than one Apprenticeship contract type record at the same time

A learning aim must not have Learning Delivery FAM records with overlapping dates where the Learning Delivery FAM type is Apprenticeship contract type (ACT) If there is more than one ACT record the 'Date to' of the earlier record must be returned and before the 'date from' of the later record.
