R14
The final ILR return of the funding year and the last opportunity to amend that year's data.
In full
R14 is the final hard close. After it, the data for the year, the population used for qualification achievement rates and the sampling frame for audit are fixed, although funding can still be recovered afterwards, for example through FRM27 or assurance findings.
Everything that was going to be corrected has to be corrected before it. Preparation for R14 starts well before the deadline, not in the week of it.
The rules behind this
The final return of the funding year is the last opportunity to amend that year's data. After it closes, the data for the year is fixed, although funding can still be recovered afterwards: for example, FRM27 recovery after R14, and assurance findings recovered by offset or invoice.

Changes to actual end date or planned end date after R14 of previous year
The learning planned end date must not change between funding years. You can only amend this date in the first ILR year to correct administrative errors. You must not change this date to reflect slow progress, illness or similar circumstances. If a learning actual end date was recorded for a learning aim in the previous year’s R14 file and the aim continues to be returned in the current year, this date must not be changed. For apprenticeship standards on a programme aim, the learning actual end date must not be changed once the end point assessment (EPA) period has been completed. You must record the date the EPA is completed in the achievement date field, regardless of the outcome.

For starts on or after 1st August 2024, and the 'Level 3 Free Courses for Jobs' Learning Delivery Monitoring code has been returned for learners aged between 19 -23 at the start of the aim, then the learner must be earning below the earnings threshold or the learner's Prior Attainment is below a full level 3

For a Skills Bootcamp learner, where the Learning actual end date has been returned for the programme aim, it must not be before the Learning actual end date of the latest aim within that programme.

For a Skills Bootcamp learner started on or after 1 August 2023, the Achievement date must not be before the earliest start date of any programme aims with the same contract reference number.
