R14

The final ILR return of the funding year and the last opportunity to amend that year's data.

R14 is the final hard close. After it, the funding position for the year, the population used for qualification achievement rates and the sampling frame for audit are all fixed.

Everything that was going to be corrected has to be corrected before it. Preparation for R14 starts well before the deadline, not in the week of it.
