National funding rate
The per-student rate attached to a 16 to 19 funding band for a funding year.

The national funding rate is the amount per student attached to each band, before the other elements of the formula are applied.
Rates are set annually. The rates and formula document for the funding year is the only authority for them.

Colleges are not paid a block grant for teaching. They are funded through several separate streams, each with its own rules, and each earned by recording delivery in the ILR.

The National Insurance number is not in the correct format
If the National insurance number has been recorded in the ILR it must be recorded in the following format the first character must not be D, F, I, Q, U or V and the second character must not be D, F, I, O, Q, U or V and characters 3 to 8 must be numeric and character 9 must be A, B, C, D or space. The validation rule will trigger if the number recorded in the ILR is not in the above format.

An aim is on the ILR but generates no funding
The aim validates and appears on the ILR, but generates no earnings. Validation and funding are different tests: a record can be perfectly valid and still not qualify for funding.
