The National Insurance number is not in the correct format
This is wrong and needs correcting. It is not a judgement call.

If the National insurance number has been recorded in the ILR it must be recorded in the following format the first character must not be D, F, I, Q, U or V and the second character must not be D, F, I, O, Q, U or V and characters 3 to 8 must be numeric and character 9 must be A, B, C, D or space. The validation rule will trigger if the number recorded in the ILR is not in the above format.
