Learning journey · Funding or compliance officer
Funding or compliance officer
Eligibility, evidence, assurance reports and audit readiness across every stream, with the sampling routines that find problems before an auditor does.
By the end you will be able to
- Establish and evidence eligibility across the streams your college delivers
- Test the learning support chain in both directions
- Work assurance reports to three clear outcomes per record
- Run a retrievability test and report the result as a measure
The plan
Six weeks is a suggestion of pace, not a schedule. Skip anything you already know, and come back to the rest whenever it suits you.
Week 119 minutes
What good evidence looks likeEvidence is not paperwork for its own sake. It is the demonstration that a funded activity genuinely happened as recorded, and it has three properties.8 min Adult Skills Fund: earning, evidencing and reconcilingAn allocation you have to earn, with eligibility that must be evidenced before you claim, and a reconciliation at the end that can reduce what you keep.11 min
Week 220 minutes
Eligibility was checked but nothing was keptA sample of adult enrolments shows that eligibility was genuinely established at enrolment and the evidence was handed back.6 min Learning support: the evidence chainNeed assessed, support delivered, cost recorded, claim made. Every link has to hold, and a gap anywhere makes the claim indefensible however genuine the support was.8 min Support everybody knows about and nobody recordedA learner receives real, substantial support from their course team all year. The claim is made. Nothing in the records shows the support happened.6 min
Week 314 minutes
Devolved adult funding: whose rules applyThe learner's home postcode decides which authority funds their adult skills learning, and therefore which rules, rates and reporting apply.8 min A learner moves house mid-programmeA learner moves from a devolved area to a non-devolved one halfway through their aim. Which authority's rules apply, and does anything change?6 min
Week 415 minutes
Working data quality and monitoring reportsReports that flag records for investigation are the most useful assurance tool available, and the most commonly misread. A flag is a question, not a finding.9 min A flagged record turns out to be entirely correctA learner appears on a monitoring report every period. Each time, investigation shows the record is correct.6 min
Week 516 minutes
Being ready for a funding auditWhat an audit tests, how sampling turns a few errors into a large adjustment, and the preparation that actually helps.10 min The only person who knew where the evidence was has leftEligibility evidence for a cohort was filed by a member of staff who has since left. Nobody can find it.6 min
