Validation error report
The report listing every validation rule failure in a submitted or locally validated ILR file.
In full
The validation error report lists the failures found in the file, identifying the rule, the affected record and the field involved.
Working it well means grouping by rule and by root cause rather than record by record: a hundred failures of the same rule usually have one cause in the source system.

A large number of validation errors appeared suddenly
Validation has produced a large number of failures that were not there before. A sudden change in volume almost always has one cause rather than many.

Funding dropped this month and nobody can explain why
The funding report for this period shows less than expected, or less than last period. Because every return restates the whole year, a change made this month can move earnings reported in earlier months, so the drop may have nothing to do with this month's delivery.

A learner is flagged on a data quality or funding monitoring report
A record meets the criteria of a report that identifies data worth checking. That is a request to investigate, not a statement that the record is wrong. Some flagged records are entirely correct and simply need their evidence to be locatable.
