Submit Learner Data
The service providers use to submit ILR files and to access validation output and funding reports.

Submit Learner Data is where the ILR file is uploaded for a collection period. It validates the file, reports errors, and produces the funding and data reports for the submission.
A file can generally be submitted more than once within a collection window, with the last valid submission before the deadline being the one that counts.

From a learner walking in to funding arriving

A learner is flagged on a data quality or funding monitoring report
A record meets the criteria of a report that identifies data worth checking. That is a request to investigate, not a statement that the record is wrong. Some flagged records are entirely correct and simply need their evidence to be locatable.

A learner left weeks ago but is still showing as continuing
The learner has stopped attending, but the ILR still shows their aim as open with no actual end date, so the system believes they are still in learning and keeps generating funding for them.

An adult learner appears to be funded by the wrong authority
The learner's recorded source of funding does not match what their home postcode implies, so the aim may be claimed from the wrong funder, under the wrong rules.

A learner returns after two years. The enrolment search does not find them, so a new record and a new ULN are created.
