Resubmission

Submitting a corrected ILR file within the same collection window after an earlier submission.

A provider can usually submit more than once within a collection window. The last valid submission before the deadline is the one that counts.

This makes an early first submission a sensible habit: it surfaces validation problems while there is still time to fix them properly rather than hastily.
