Lagged funding
Funding for a year that is calculated from data returned in an earlier year.

Where funding is lagged, the allocation for a year is built from data reported in a previous year rather than from current delivery.
This is why an error in a lagged return does not show up as a shortfall this year. It shows up as a smaller allocation next year, by which time the cause is months old.
