The postcode decides, not the college
A college near a boundary may be dealing with several funders at once, each with its own rules, rates and reporting expectations. This makes the home postcode one of the highest-value fields in the entire record: a single wrong postcode routes the aim to the wrong funder under the wrong rules.
The rules genuinely differ
This is not a formality. Eligibility conditions, funded qualification lists, rates and reporting requirements can all differ, and a claim that would be valid nationally may not be valid for a particular authority. Curriculum planning therefore has to consider the learner's area as well as the qualification.
What this means day to day
The single highest-value control is deriving the source of funding from the postcode automatically. Where it is entered by hand it drifts, and the drift is invisible until a reconciliation or an audit finds it. The second is a named owner for each authority whose learners you teach. Devolved rules change on their own timetable, and without an owner the college finds out late. The third is curriculum awareness. A qualification that is funded nationally may not be a priority for a particular authority, so a cohort drawn from one area can be planned and delivered before anybody realises it cannot be funded as expected. None of this is exotic. It is the ordinary discipline of capturing an address properly and knowing which rulebook applies, applied consistently.
