Learning Records Service
The service that issues and maintains Unique Learner Numbers and personal learning records.

The Learning Records Service issues a Unique Learner Number to each learner and maintains their personal learning record, which is how learning is linked across providers and across years.
Providers use the service to obtain or verify a ULN at enrolment, which is why a ULN problem is usually an enrolment process problem rather than an ILR problem.
