Learner reference number

The provider's own identifier for a learner within a funding year, used to link the learner between the source system and the ILR.

The learner reference number is set by the provider and must be unique within the provider for the funding year. It is how a record in the ILR is traced back to the learner in the student record system.

Re-using a learner reference number for a different person, or changing it mid-year, makes the return hard to reconcile and can produce apparent duplicate or missing learners.
