LLDDHealthProb_07: The LLDD and Health Problem record has not been returned and the learner does consider himself or herself to have a learning difficulty and/or disability or health problem

If the LLDD and Health problem is recorded as code 1 and the learner is Community learning funded or funding model 99 and the planned learning hours is more than 10, then the LLDD health problem category is required.
