Eligibility
For 2026 to 2027: adults aged 19 or over qualify if they earn below the earnings threshold (£26,800) or are unemployed; adults aged 19 to 23 on 31 August also qualify if they have not achieved a full level 3 and earn above the threshold. Devolved areas may set their own rules, and residency rules still apply.
Qualifying courses
Only qualifications on the approved Free Courses for Jobs list are fully funded under the entitlement. Other level 3 courses may still be funded through the Adult Skills Fund or an Advanced Learner Loan.
