High needs funding

High needs funding supports students with special educational needs and disabilities (SEND), typically those with an EHC plan, where the cost of provision exceeds mainstream funding. It uses a three-element model.

The three elements

Element 1 is the core programme funding a student would attract anyway. Element 2 provides up to £6,000 of additional support per student. Element 3 is top-up funding, agreed with and paid by the placing local authority, to cover costs above the first £6,000.

Recording in the ILR

The High Needs Students (HNS) marker is set where a local authority has agreed element-3 top-up funding. This is collected for funding model 25 students and feeds both funding and monitoring.
