Devolved adult education

Adult education funding is devolved to a growing number of Mayoral Combined Authorities (MCAs) and the Greater London Authority. For learners whose home postcode is in a devolved area, the authority's own rules and rates apply instead of national ASF rules.

How postcode devolution works

Each devolved authority covers a defined set of local authority districts. A learner's home postcode is mapped to a district and then to the responsible funding body. If the postcode is outside all devolved areas, national ASF rules apply.

Why it keeps changing

Devolution deals expand over time — new authorities gain control of the adult skills budget and boundaries are refined. Because of this, postcode-to-authority mapping must be refreshed each year against ONS and DfE data.
