QAR & achievement rates

Qualification Achievement Rates (QAR) measure the proportion of learning aims that are achieved. They are a key quality and accountability measure for colleges and are derived directly from ILR data.

Overall vs timely achievement

The overall achievement rate is the number of aims achieved divided by the number completed (achieved plus not achieved), excluding active continuers. The timely achievement rate counts only aims achieved by the planned end date, so it is a stricter measure favoured for apprenticeships.

Forecasting year-end position

Because QAR is built from current learner status, you can model best, expected and worst-case year-end rates with very little input — for example, estimating the impact if a number of current learners withdraw or complete.

  • Best case: remaining continuers all achieve
  • Expected case: continuers achieve at the historic rate
  • Worst case: model a withdrawal scenario to see the floor
